山西省推行排污权租赁制度的思考

作为一种新型的交易模式,排污权租赁制度已在我国多个地区得到实践。山西省虽然做了一些相关工作,但并没有实际开展排污权租赁。详细阐述了山西省和我国其他地区排污权租赁现状,指出了山西省开展排污权租赁需要解决的问题,提出要转变思路,“以租代买”、建设排污权自主定价租赁平台、出台《山西省排污权租赁管理办法》等政策建议。

As a new trading pattern,lease system of the emission right has been taken into practice in many regions in China.Although Shanxi Province has done some related work,it has not actually carried out the lease of the emission right.This paper expounds the present situation of the lease of the emission right of Shanxi Province and other regions in China,finds out the problems that need to be solved in Shanxi Province of carrying out the lease of the emission right,and puts forward some policy recommendations,such as changing the way of thinking,the way of"sale by lease",building an independent pricing leasing platform for emission rights,and promulgating"Shanxi Province’s management measures for leasing of the emission right"and so on.
