优化营商环境与环评审查的思考

建设项目环境影响评价审批属于生态环境系统审批的“高频事项”,在优化营商环境的背景下,辽宁省生态环境系统已经通过减少审批流程、压缩审批时限等形式提高审批效率、提升服务水平。提出仅在时间上硬性压缩还不够,还需要通过建设单位、环评单位、评估单位、管理单位多角色、多角度的共同努力,从环评审批的内核进行更深层次加强和优化,以助力营商环境的打造。

The approval of environmental impact assessment(EIA)of construction projects is a"high-frequency event"of eco-environmental system approval.Under the background of optimizing the business environment,the eco-environmental system of Liaoning Province has improved the approval efficiency and service level by reducing the approval process and compressing the approval time limit.However,only formal hard compression in time alone is not enough.It also needs to strengthen and optimize the core of EIA approval at a deeper level through the joint efforts of the construction unit,EIA unit,assessment unit and management unit,so as to help build a business environment.
