我国县城污水处理设施投融资路径优化研究

Research on optimization of investment and financing paths of sewage treatment facilities in Chinese counties

县城污水处理设施水平是决定城镇开发利用的关键因素,也是防止新冠疫情二次传播的有效防线。中国县城污水处理能力已从2001年的454.8万t/d增长至2019年的3587.0万t/d,污水处理及其再生利用投资也从5.3亿元增长至176.0亿元,但仍面临财政筹资不足、吸引社会资金难度增加、收费定价机制尚需完善等问题和障碍。针对以上问题,应多层次多渠道加大财政资金投入、转变财政资金投入方式、因地制宜设定PPP项目支出责任上线、进一步完善污水收费机制,以加快补齐短板,促进投资有效增长。

The ability of sewage treatment facilities in the county is a key factor in determining the development and utilization,and it is also an effective defense to prevent the second spread of the covid-19 epidemic.The sewage treatment ability in Chinese counties has increased from 4.548 million tons/day in 2001 to 35.87 million tons/day in 2019,and the investment in sewage treatment and recycling has also increased from 530 million yuan to 17.60 billion yuan.However,it is still facing problems and obstacles such as insufficient fiscal funds,difficulty in attracting social funds and the imperfect pricing mechanism.In response to the above problems,it is necessary to increase financial investment from multiple levels and channels,including changing the way of financial investment,setting PPP project online expenditure responsibilities,and furtherly improving the sewage pricing mechanism.All these measures could overcome the shortcomings and promote the effective growth of investments.
