在进行新农村建设当中,需要进行土地征收以及土地经营权按入股来进行土地集中管理,提振农村经济。在使用上述措施当中,出现农民补偿、知情、民生保障、收益和自由交易、司法救济等相关权益损害问题,出现上述问题的原因主要是相关制度以及保障措施建设不健全的问题,需要针对上述问题加强相关制度建设、丰富补偿措施、建设民生社会保障机制以及完善司法行政救济来促进在新农村建设中农民权益保护,保障农民自身权利。

In the use of the above-mentioned measures, problems related to damage to rights and interests such as farmers’ compensation, information, people’s livelihood protection, income and free trade, and judicial relief appear. Strengthen the construction of relevant systems, enrich compensation measures, build a social security mechanism for people’s livelihood, and improve judicial and administrative relief to promote the protection of farmers’ rights and interests in the construction of new rural areas and protect farmers’ own rights.
