整体性治理符合当今的中国乡村治理变革需要,科学合理地运用整体性治理,有利于推动乡村治理观念以及乡村治理制度的整体创新与改革,也有助于在整体上推动乡村治理方式的转变,建设以民生为导向的基层服务设施建设。整体性治理也为乡村社会的转型风险管理、克服乡村社会在转型中产生的碎片化现象、提高乡村政府的风险控制与治理能力提供有效治理途径。

Holistic governance meets the needs of China’s rural governance reform today. Scientific and rational application of holistic governance is conducive to promoting the overall innovation and reform of rural governance concepts and rural governance systems, as well as promoting the transformation of rural governance methods as a whole and building grassroots service facilities oriented by people’s livelihood. Holistic governance also provides effective governance approaches for the risk management of rural society in transition, overcoming the fragmentation phenomenon of rural society in transition and improving the risk control and governance ability of rural government.
