环境规制对城市空间伸延的影响研究——基于中国30个城市的实证分析

Research on the Influence of Environmental Regulation on Urban Spatial Extension——An Empirical Research of 30 Cities in China

城市空间结构无序伸延会导致资源环境一系列负效应,不利于城市空间的有效治理。综合运用卫星遥感数据以及统计年鉴数据,设计城市空间结构伸延评价指标以及行政命令型、市场调节型和非正式环境规制定量评价指标。面板分析模型结果表明,行政命令型环境规制与城市空间伸延率显著正相关,市场调节型环境规制与城市空间伸延率显著负相关,非正式环境规制与城市空间伸延率显著正相关。因此,应统筹行政命令型环境规制,健全市场型环境规制,引导非正式环境规制,有效抑制城市空间无序伸延,促进城市可持续发展。

The disorderly extension of urban spatial structure causes a series of negative effects on resources and environment,which is not conducive to the effective governance of urban space. Comprehensive use of satellite remote sensing data and statistical yearbook data,design evaluation indicators for the extension of urban spatial structure and quantitative evaluation indicators for administrative environmental regulations,market-oriented environmental regulations and informal environmental regulations.The results of the panel analysis model show that the administrative-based environmental regulation is significantly positively correlated with the urban spatial extension rate,the market-oriented environmental regulation is significantly negatively correlated with the urban spatial extension rate,and the informal environmental regulation is significantly positively correlated with the urban spatial extension rate. Therefore,coordinating the implementation effectiveness of urban and rural administrative-based environmental regulations;improving and giving full play to market-oriented environmental regulations;rationally guiding informal environmental regulations can effectively restrain the disorderly extension of urban space and promote the development of sustainable cities.
