深圳市以健康为中心构建全民健康服务新体系的探索

目的:以深圳市人民健康为中心,着力构建优质高效整合型医疗卫生服务体系,为全方位全周期保障居民健康服务。方法:通过优化医疗资源配置规划等方式,重塑基层医疗集团外部治理环境,通过促进医院与社康机构融合发展等方式,着力改革集团内部治理机制。结果:全市医疗卫生资源得到优化配置,以慢性非传染性疾病为主的分级诊疗格局初步形成,医疗费用保持在较低水平,市民健康水平持续提高。结论:内外部治理有效协同,强化各级医疗卫生机构在“建高地、强基层、促健康”中的责任和任务,有力促进了分级诊疗,为健康深圳建设提供了全民健康的医疗卫生服务体系支撑。建议:以人民健康为中心建立健全健康服务体系,强化各级各类医疗卫生机构功能定位、上下协作、错位发展,加强分级诊疗引导机制与医疗卫生机构功能定位挂钩,将居民健康管理制度作为健康服务体系的核心制度来建设,探索将基层医疗集团建设成为健保集团。

Objective:Taking residents health as the center,Shenzhen focuses on building a high-quality and efficient integrated health service system,ensure residents’ health in full cycle.Methods:It adheres to optimize medical resources allocation planning,strengthening the community health service platform,grassroots medical staff and residents health management service capacity construction,improving the hierarchical treatment guidance mechanism and information support,reshaping the grassroots medical group external governance environment,strive to reform group internal governance mechanism by promoting hospital and social health institutions,medical and prevention integration development,general and specialized collaborative development.Results:The municipal medical and health resources have been optimized and allocated,and a hierarchical diagnosis and treatment pattern of mainly chronic diseases has taken shape,medical expenses have been maintained at a low level,the public health level has been continuously improved,and outstanding results have been made in epidemic prevention and control at the grass-roots level.Conclusion:The internal and external governance effectively coordinated,strengthened the responsibilities and tasks of medical and health institutions at all levels in "building a highland,strengthening the grass-roots level and promoting health",effectively promoted hierarchical diagnosis,and provided a national health medical and health service system support for the construction of a healthy Shenzhen.Suggestion:With people ’s health as the center to establish and improve the health service system,it is suggested to strengthen all kinds of medical and health institutions at all levels,coordination,dislocation development,strengthen the hierarchical diagnosis and medical institutions function positioning,the residents health management system as the core system to construction,to explore the grassroots medical group into a health care group.
