财政补贴政策促进粮食主产区增产增收效果评价研究——以河南省为例

Evaluation of the Effect of Fiscal Subsidy Policy on Increasing Production and Income in Major Grain Producing Areas——Take Henan Province as an example

粮食安全关乎国计民生。粮食主产区作为我国粮食生产的重要主体,承担保障粮食安全的重任。保护粮食主产区的根本利益,是保障我国粮食安全、实现社会稳定的关键。本文基于河南省2005-2019年粮食生产和财政补偿数据,采用数据包络分析法(EDA模型),对河南省粮食补偿效率进行评价,结合2015-2019年实地调研数据,分析河南省粮食补偿效果。研究表明:河南省粮食补偿存在规模报酬递减现象,在促进粮食生产和农民增收的效率上有提升空间;粮食补偿政策在增加农民收入、补偿种粮成本以及提高农民种粮积极性方面的作用得到认可。提出要协调中央政府、产销区之间的利益关系,完善建立纵向和横向财政转移支付利益补偿机制等建议。

Food security is related to the national economy and people’s livelihood.As an essential main body of China’s grain production,the prominent grain-producing areas undertake the critical task of ensuring food security.Protecting the fundamental interests of prominent grain-producing areas is the key to ensuring China’s food security and social stability.Based on grain production and financial compensation data in Henan Province from 2005 to 2019,this paper uses data envelopment analysis(EDA model)to evaluate the efficiency of grain compensation in Henan Province.Furthermore,combined with the field survey data from 2015 to 2019,the effect of grain compensation in Henan Province was analyzed.The research shows that there is a phenomenon of diminishing returns to scale in grain compensation in Henan Province,and there is room for improvement in the efficiency of promoting grain production and increasing farmers’income;the role of grain compensation policy in increasing farmers’income,compensating for grain-growing costs and improving farmers’enthusiasm for grain-growing has been recognized.Finally,this paper proposes coordinating the exciting relationship between the central government and the production and marketing areas and improving the establishment of the vertical and horizontal financial transfer payment benefit compensation mechanism.
