长江经济带与黄河流域高质量发展的系统思考与建议研究

Systematic Thinking and Suggestion Research on the High-quality Development of the Yangtze River Economic Belt and the Yellow River Basin

推动长江经济带发展、黄河流域生态保护和高质量发展,是党中央、国务院制定的国家战略。作为我国最有影响力的内河经济带、协调发展带、对外开放带和生态文明示范带,二者在生态保护、经济发展、科技创新和体制改革等方面具有较强的一致性和参照性。充分总结其有益经验,发挥好各自比较优势,培育形成区域协调发展的新格局,对我国国土开发、生态安全和经济高质量发展具有重要现实意义。本文对推动长江经济带发展、黄河流域生态保护和高质量发展的政策背景、精神内涵、发展思路、实践路径开展比较研究,厘清中央和地方各自的工作方向与任务要点。在此基础之上,提出大力实施生态环境系统性保护修复、提升基础设施互联互通水平、全面推进创新驱动高质量发展、深化体制机制改革创新等下一步工作建议。

Development of the Yangtze River Economic Belt and Ecological Protection and High-quality Development of the Yellow River Basin are both major national strategies formulated by the Central Committee and the State Council of the CPC.As the most influential inland river economic belt,coordinated development belt,opening-up belt and ecological civilization demonstration belt in China,the two have strong consistency and reference in ecological protection,economic development,technological innovation and system reform.Fully summarizing its useful experience,making good use of their respective comparative advantages and fostering a new pattern of coordinated regional development is of great practical significance for China’s land development,ecological security and high-quality economic development.This article analyzes and compares the policy background,key spirit,ideas and promotion path of the development of the Yangtze River Economic Belt and the Yellow River Basin ecological protection and high-quality development,clarifies the work directions and key points of the central and local governments respectively.Upon the basis of the above,this article puts forward suggestions,including vigorously implementing ecological environment systemic protection and restoration,improving the level of infrastructure interconnection,comprehensively promoting innovation-driven high-quality development,and deepening institutional reforms and innovations.
