China’s Food Safety Strategy:Scientific Connotation,Strategic Objectives and Implementation Path

党的十八大以来,以习近平同志为核心的党中央站在新时代的历史起点上,从党和国家事业发展的全局,创造性地就食品安全风险治理提出了一系列重大战略思想和理论观点,做出实施食品安全战略的重大决策。以历史定位与战略目标、实施路径与基本保障等为核心内容的中国的食品安全战略是以习近平新时代中国特色社会主义思想为指导,“四个最严”为基本遵循,社会共治为运行体系,回答了进入新时代后涉及人口如此之多、对国计民生影响力如此之巨、治理难度如此之大的食品安全工作领域“治理什么”“谁来治理”“怎么治理”等一系列带有根本性、全局性的重大理论与实践问题,是具有中国特色的食品安全风险治理的理论体系,向世人展现了科学治理食品安全风险的中国方案。

Since the 18 th National Congress of the Communist Party of China(CPC),standing at the historical starting point of a new era and from the perspective of advancing the cause of CPC and the State,the CPC Central Committee with Comrade Xi Jinping as its core has innovatively put forward a series of major strategic thoughts and theoretical views on food safety risk governance and made an important decision to implement a food safety strategy.China’s food safety strategy,whose core content includes historical orientation,strategic objectives,implementation path,and basic guarantee,is guided by Xi Jinping Thought on socialism with Chinese characteristics,with the “four strictest requirements” as its basic guidelines,and with social co-governance as its operating system.It addresses major theoretical and practical questions of a fundamental and global nature,such as “what to govern”,“who to govern”,and “how to govern” in the field of food safety,which involves a very large population,impacts significantly on the national economy and the people’s livelihood,and poses great governance challenges in the new era.As a theoretical system of food safety risk governance with Chinese characteristics,China’s food safety strategy offers a Chinese solution to the issue regarding scientific governance of food safety risks.
