摘要 分析目前中国国家铁路集团有限公司(简称国铁集团)运输调度管理系统的使用现状,阐述开展基于运输生产过程数据的车流计划管理系统的研究背景和意义,提出系统建设具体目标。结合调度管理系统智能化建设对数据精细度、传递及时性、计划协同性等需求,提出车流计划管理系统架构,围绕以分界口交接为主的跨铁路局车流计划编制、兑现、调整、分析、评价等构建系统功能。车流计划管理系统可实现集团运输调度列车、车辆、机车实绩与计划信息资源的统一接入、集中存储、规范管理和高效利用,提升计划功能,为进一步提高路网能力利用效率和运输调度指挥水平、完成铁路运输生产经营任务提供保障。 This paper analyzes the current application status of the traffic dispatching management system of China State Railway Group Co Ltd,elaborates the research background and significance of developing traffic flow planning management system based on the transport and production process data,and puts forward the specific objectives of system construction.According to the requirements of intelligent construction of dispatching man agement system for data precision,transmission timeliness and coordination of planning,etc.,this paper puts forward the framework of traffic flow planning management system,and builds the system functions relating to the preparation,implementation,adjustment,analysis and evaluation of cross-administration traffic flow plan focusing on boundary handover.The traffic flow planning management system can realize the unified access,centralized storage,standardized management and efficient utilization of the actual performance of the CR regional groups’transport dispatching trains,vehicles and locomotives and the planning information resources,improve the planning function,and provide guarantee for further improving the utilization efficiency of railway network capacity and the level of traffic dispatching and command,and completing the production and operation tasks of railway transport.
