摘要 [研究目的]探究政府数据赋能数字经济升级的路径与机理,推进政府数据进入市场、促进数字经济发展。[研究方法]从授权运营、隐私计算、场景重构三个维度,构建政府数据赋能数字经济升级的整合性分析框架,选择成都智审公司国有企业大数据审计进行案例研究。[研究结论]在政府数据赋能数字经济升级中,授权运营为政府数据价值安全激活提供制度安排,隐私计算为保障政府数据流通安全提供技术路径,通过政府数据分析利用与政企数据对接融合促成场景重构,实现基于数据增值的数字产业化升级和基于融合驱动的产业数字化升级。 [Research purpose]This paper aims to explore the path and mechanism of digital economy upgrading enabled by government data,promote government data to enter the market and improve the development of digital economy.[Research method]From three dimensions of authorized operation,privacy computing and scene reconstruction,it constructs an integrated analysis framework of digital economy upgrading enabled by government data,and selects a big data audit of Chengdu Zhishen Company,a state-owned enterprise,as the case for study.[Research conclusion]In the process of upgrading digital economy enabled by government data,authorized operation provides institutional arrangements for activating of government data value safely,privacy computing builds a technical path to ensure the security of government data circulation,and scene reconstruction is achieved through analysis and application of government data,and integration of government data and enterprise data.Digital industrialization upgrading is realized by value rising of government data,and industrial digitalization upgrading is driven by data fusion.
