民主政治与政治文明是政治秩序构建的两个基础,政治文明规范民主政治,民主政治建设推动政治文明发展。全过程人民民主与社会主义政治文明互为前提和基础,二者互嵌与驱动,统一于社会主义民主建设的实践。全过程人民民主建设的过程就是社会主义政治文明建设的过程。全过程人民民主建设的内容、范围、程度决定着社会主义政治文明建设的内容、范围、程度。全过程人民民主与社会主义政治文明建设共同聚焦于制度建设,核心在于对人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度、基层群众自治制度等系统性制度文明的全过程人民民主建设。社会主义民主与社会主义政治文明的互嵌,汇集于对政治、经济、社会、文化事务的全过程人民民主管理。

Democratic politics and political civilization are the two foundations of the construction of political order.Political civilization regulates democratic politics and the construction of democratic politics promotes the development of political civilization.The whole process of people’s democracy and socialist political civilization are the premise and basis of each other,and they are embedded and driven in the practice of socialist democracy construction.The whole process of people’s democracy is the process of building socialist political civilization.The content,scope and extent of the construction of people’s democracy in the whole process determine the content,scope and extent of the construction of socialist political civilization.Both of them focus on institutional building,and the core is building the whole process of people’s democracy in a systematic way,including the system of people’s congresses,the system of multi-party cooperation and political consultation under the leadership of the CPC,the system of regional ethnic autonomy,and mass autonomy.The integration of socialist democracy and socialist political civilization is concentrated in the democratic management of the people in the whole process of political,economic,social and cultural affairs.
