珠江流域河湖生态流量目标确定与管理实践

Defining objectives of ecological flow for rivers and lakes in the Pearl River Basin and managerial practices

生态流量目标是控制水资源开发利用强度、协调生产生活与生态用水的重要指标。目前,珠江流域重点河湖已初步建立生态流量目标体系,并从流域层面开展了生态流量管理工作。论述了生态流量目标的空间内涵和技术内涵,生态流量管理的监控、预警和调度3个切入点。针对生态流量管理存在的困难与问题,从推进法律制度建设、完善管理体制机制、加强平台设施建设、强化考核评估应用等4个方面提出推进生态流量工作的建议。

With the target of lowing intensity of water resources development and utilization, ecological flow is used as an important index to coordinate industrial, domestic and ecological water use. Currently, key rivers and lakes in the Pearl River Basin have been equipped with target system of ecological flow for its management at the basin level. This paper discusses the spatial and technical connotation of the targets, and three entry points for ecological flow management of monitoring, and early warning and dispatching. In view of the difficulties and challenges, suggestions are made from four aspects of establishing legal system, perfecting management system and mechanism, strengthening infrastructural platform and performance evaluation and assessment.
