部省合建推动一流技术师范大学高质量发展研究

Research on the Co-construction of Ministry and Province to Promote the High-quality Development of First-class Technical Normal University

全国独立设置职业技术师范院校作为以培养职教师资为基本办学定位的普通本科院校,在职教师资培养体系中具有核心的、独特的和不可替代的地位,为职业教育培养了大批高素质职教师资,在服务职教和引领职教方面发挥了重要作用。分析发现当前职业技术师范院校存在整体办学实力不强、办学机制改革有待深化、引领职业教育高质量发展的核心作用发挥不够等问题。职业教育师资队伍作为发展职业教育的第一资源,是支撑国家职业教育改革的关键力量,是推动新时代职业教育高质量发展的关键因素。为此提出以部省合建一流技术师范大学为抓手,加快推进职业技术师范院校跨越式高质量发展,进一步发挥部省合建技术师范大学在构建现代职业教育体系和职教师资培养体系中的引领示范作用,推进新时代职业教育高质量发展。

As an ordinary undergraduate college,vocational and technical normal colleges are set up independently in China,with vocational teacher training as the basic direction.They have a core,unique and irreplaceable position in the teacher training system of vocational education.These institutions have trained a large number of high-quality vocational education teachers and play an important role in serving or leading vocational education.According to the research,there are still problems in the construction and development of vocational and technical normal colleges,such as weak comprehensive strength for running,further reform for mechanism,and failing to play the core role of guiding the high-quality development of vocational education.As the first resource for the development of vocational education,the teaching staff of vocational education is not only the key force to support the national vocational education reform,but also the key factor to promote its high-quality development in the new era.Therefore,it is proposed to focus on the co-construction of first-class vocational and technical normal colleges by ministries and provinces to accelerate the high-quality development of vocational and technical normal colleges,which might give further play to the leading exemplary role in the modern vocational education system and vocational teacher training system construction,thus promote the high-quality development of vocational education in the new era.
