The Study on Xi Jinping’s Important Expositions of Social Governance from the Perspective of “Time, Degree and Effectiveness”

习近平关于社会治理的重要论述蕴含着突出的问题导向和辩证的思维特质,体现了“时”“度”“效”的有机统一,具体体现为:社会治理要因“时”而动,要把握新时代中国社会主要矛盾的变化,及时解决人民群众“三最”问题和基层治理问题,不断提高党的风险防控能力;社会治理要张弛有“度”,要针对人民群众关心的问题精准施策,要把握好政府与社会、继承与创新、德治与法治、维稳与维权的平衡点;社会治理要务求实“效”,必须提高社会治理的“四化”水平,以共建共治共享构建社会治理共同体,建设高水平的平安中国。

Xi Jinping’s important expositions on social governance contain problem-oriented and dialectal thinking features, embody the organic integration of “time, degree and effectiveness”,and they are concretely represented as follows: social governance should keep pace with the “time”,should focus on the major social contradictions in China in the new era, offer timely solution to the three greatest concerns of the people and problems of local governance, and constantly enhance the Party’s capacity of risk control and prevention.Interms of “degree”,social governance should balance tension and relaxation, offer targeted measures to address the concerns of the people, should handle well the relationship of governments and society, inheritance and innovation, rule of virtue and rule of law, and stability maintenance and rights protection.Social governance should focus on the practical “effectiveness”,should enhance the level of “four approaches” to social governance, build a community of governance through commonly construction, management and share so as to build high-level safe China.
