Implementation Countermeasures of Archives Outsourcing Service Supervision Based on Game Analysis

确立档案外包服务中档案承包方、发包方与档案监管机构之间的博弈关系,明确各方对档案监管的态度,强调档案监管的重要性。运用博弈方法建立档案外包服务中利益相关者之间的博弈关系,分析档案外包服务监管方面存在的问题及成因,提出相应对策。针对档案外包服务中机构权责不明、监管政策宣传不足、违法成本低等问题,提出三点对策:加强档案监管部门权责划分、加大档案政策法规宣传力度、强化档案监管部门监管职能。

This paper establishes the game relationship between archives contractors,contractees and archives supervision institutions in the archives outsourcing service,clarifies the attitudes of all parties to archives supervision,and emphasizes the importance of it.This paper uses the game method to establish the game relationship between the stakeholders in the archives outsourcing service,analyzes the problems and causes in the supervision of archives outsourcing service,and puts forward corresponding countermeasures.In view of the problems of unclear rights and responsibilities of institutions,insufficient publicity of supervision policies and low cost of illegal activities in archives outsourcing service,this paper puts forward three countermeasures:strengthening the division of rights and responsibilities of archives supervision departments,increasing publicity of archives policies and regulations,and strengthening supervision functions of archives supervision departments.
