技能社会的政策构建研究

Research on Policy Construction of Skilled Society

2021年4月召开的全国职业教育大会明确提出建设技能型社会的战略目标。实现该战略目标离不开系统化和整体性公共政策的有力支持。构建支撑该战略目标的政策体系,应遵循建设技能社会的逻辑,围绕技能供给政策、技能应用政策、技能评价政策和技能激励政策展开,形成相互支撑和促进的政策环境。前期的政策实践表明:国家构建技能社会的战略意图和目标已然明确、地方实践创新取得实质性进展、行业专项行动成效初步显现,有力推动了技能社会建设。面对2025年技能型社会建设全面推进的目标,在吸收前期有效经验的基础上,需要拓展政策生态链、充实政策工具箱、激活政策动力源,以为建设技能社会提供强有力的政策支撑。

The national vocational education conference held in April 2021 clearly put forward the strategic goal of building a skilled society.Achieving this goal is inseparable from the strong support of integrated and systematic public policies.The policy construction supporting the strategic goal should follow the construction logic of skilled society,focus on skills supply policy,skills application policy,skills evaluation policy and skills incentive policy to form a policy environment of mutual support and promotion.The early policy practices,such as a clear national strategic intention and goal to build a skilled society,substantial progress has been made in the local practice and innovation,the results of special actions in the industry have been shown,all have promoted the skilled society construction.Facing the realistic demand of comprehensively promoting the construction of a skilled society in 2025,on the basis of absorbing the effective experience in the early stage,it is necessary to expand the policy ecological chain,enrich the content of policy tools and activate the power source of policy,so as to provide strong policy support for the construction of a skilled society.
