Collaborative Governance of Vocational Education Groups in the Perspective of System Science

系统科学为职业教育集团协同治理的研究提供了科学的解释性框架。系统科学的协同理论为治理研究提供方法论指导,治理理论暗含协同学的基本分析范式。系统科学分析表明,职业教育集团协同治理包含三重理论逻辑。其一,职业教育集团“跨界整合”的功能期待及其内部要素的“不确定”特征规定其协同治理的必要性。其二,以组织化、内部化与自组织的协同效应实现职业教育集团的结构优化,构成职业教育集团协同治理机制。其三,共享价值、制度规范和信息沟通的增进是职业教育集团实现协同治理的行动导向。

System science provides a scientific explanatory framework for the study of collaborative governance of vocational education groups,its synergetics theory provides methodological guidances for governance research,and the theory of governance implies the basic analytical paradigm of synergetics.The analysis of system science shows that the collaborative governance of vocational education groups contains three-level theoretical logic.Firstly,the expectation of"cross-border integration"and the characteristics of"uncertainty"of internal elements stipulate the necessity of collaborative governance;Secondly,the synergistic effect of organization,internalization and self-organization optimizes the structure of vocational education groups and form the cooperative governance mechanism;Thirdly,the enhancement of shared value,institutional norms and information communication provides action guidances for vocational education groups to realize collaborative governance.
