The New Elements of Rural Vitalization and the New Composition of Language Ability of Farmers

乡村振兴战略的实施要求农民观念的转变、现代化素养的培育、各种能力的提升,相应技术的获得,这离不开语言能力的提升与发展。一方面是由语言的符号属性、工具属性、经济属性、文化属性所决定的,并通过它在信息传播中的介质功能、在社会发展中的建构作用、在经济增长中的助推力来体现的;另一方面也是与乡村振兴过程中新发展业态的形成、现代化生产生活环境改变所致语言使用环境的变化相关。农民的语言交际范围不断扩大、语言传播对象显著扩展、语言传播的载体发生巨变、对农民语言传播技巧与策略的要求越来越高。农民要不断提升其语言习得能力,尤其是习得国家通用语言文字及其交际能力,这是走向现代化的基础性语言能力;要不断提升他们的语言传播能力、语言技术处理能力、语言管理能力等提升性语言能力,同时还要积极培育并发展农民建构性的语言服务能力、语言文化建构能力等。

The implementation of rural revitalization strategy requires the transformation of farmers’concept,the improvement of their modern quality and the development of their abilities,which cannot be separated from the improvement and development of language ability.On the one hand,it is determined by the sign attribute,tool attribute,economic attribute and cultural attribute of language,and is reflected by its medium function in information transmission,its constructive role in social development and its helping force in economic growth.On the other hand,it is also related to the new forms of development in the process of rural revitalization and the change of language use environment caused by the change of modern production and living environment.The scope of language communication of farmers is expanding,the objects of language communication are expanding significantly,the medium of language communication is changing greatly,and the requirements for language communication skills and strategies of farmers are becoming higher and higher.Farmers should constantly improve their language acquisition ability,especially the ability of the national standard language,which is the basic language ability for modernization.We should constantly improve their language communication ability,language communication ability,language technical processing ability,language management ability and language service ability.The new requirement of rural revitalization on the language ability of farmers is an inevitable requirement of agricultural modernization.
