警务一体化、合成作战、"情指行"等是党的十八大以来公安机关为了提升警务能力所实施的系列改革,在全国各地都有实践样本,并取得一定的成效。警务一体化改革的哲理基础在于利用信息化、网络化、云计算等先进技术,结合最新组织管理理念,针对公安机关执法办案过程中形成的各种沉疴革命,通过一体化的协同治理,实现组织效能的最大提升。湖北公安机关实施的"情指勤舆"系列改革借鉴先行省份的经验,具有自身特色,但其长久发挥作用,依然还需要从理顺体系关系、提升参战人员的素质、建好大数据支撑下指挥体系平台以及设计合理的警务运行机制方面进行再思考。

The integration of police affairs,combined operations,and"feeling refers to action"are a series of reforms implemented by public security organs since the 18th National Congress of the Communist Party of China to improve their police capabilities.There are practice samples all over the country,and certain results have been achieved.The philosophical basis of the reform of police integration is to use advanced technologies such as informatization,networking,cloud computing,etc.,combined with the latest organizational management concepts,to address the various deep revolutions formed in the process of law enforcement and case handling by public security organs,through integrated collaborative governance,to achieve Maximize organizational effectiveness.The series of reforms implemented by the Hubei Public Security Bureau of"Intelligence Command Duty and Public Opinion"draw on the experience of the leading provinces and have their own characteristics,but they still need to straighten out the relationship between the system,improve the quality of the combatants,build the command system platform supported by big data and the rationally designed police operation mechanism.
