场域理论视角下和谐警民关系构建

Construction of Harmonious Police-People Relationship from the Perspective of Field Theory

和谐警民关系建设关乎公安机关的职责使命、基本任务和价值追求。构建警民之间的良性互动以促进警民关系质量的改善是提高社会治安综合治理水平和实现共建共治共享及达成平安善治局面的根本途径。然而,随着各类社会矛盾凸显,警民之间不和谐因素也逐渐增多。基于场域理论对警民关系场域进行分析解构,能够在新的历史条件下抓住影响警民关系场域发展的本质要素和内在关联,进一步厘清场域中各行动主体间的相互关系,寻找构建和谐警民关系的新路径。具体而言,和谐警民关系构建应当健全场域规则,共建警民关系场域;强化场域交流,完善警民沟通机制;促进警民资本培育,推动法治意识养成;引导惯习转变,优化警察执法理念,才能持续推动警民关系场域和谐稳定发展。

The construction of harmonious police-people relationship which is related to the duty, mission, basic task and value requirement of public security organs. Constructing a benign interaction between the police and the people to promote the improvement of their relationship quality which is the fundamental way to improve the comprehensive management level of social public security, realize the co-construction, co-governance and co-sharing, and achieve a safe and good governance situation. However, with the emergence of various social contradictions,the disharmonious factors between the police and the people are also gradually increasing. The analysis and deconstruction of police-people relationship field based on the field theory can grasp the essential elements and internal relations that affect the development of police-people relationship field under the new historical conditions, further clarify the interrelationships between the various actors in the field, and find a new path to construct a harmonious relationship between the police and the people. Specifically, the construction of harmonious police-people relationship should include: Firstly, improve the field rules and build the co-construction of police-people relationship field. Secondly, strengthen the field communication and improve the police-people communication mechanism. Thirdly, stimulate the cultivation of police-people capital and promote the awareness cultivation of the rule of law. Fourthly, guide the change of habits and optimize the concept of police law enforcement, so as to continuously promote the harmonious and stable development of police-people relationship field.
