基于索罗余值法的甘肃省物流业TFP的测度与分析

Measurement and Analysis of TFP in Gansu Logistics Industry Based on Solow Residual Value Method

运用索罗余值法对甘肃省物流业1990—2019年的全要素生产率进行了测算,并计算了促进甘肃省物流业发展的全要素生产率贡献度、资本贡献度和劳动贡献度。结果表明,过去近30年,甘肃省物流业的发展主要依赖于大量资本的投入,而这种资本投入并没有带来甘肃省物流业全要素生产率的提高,说明甘肃省物流业资本投入对物流业科技进步的贡献极少,这反映出甘肃省物流业在过去近30年的发展中是粗放型、低质量的。基于上述观点,提出了系统规划、合理布局,开展省内物流枢纽布局建设,使省内物流业基础设施内部以及与省外物流基础设施之间均能够协调配合、高效衔接;实施物流智能化改造行动,推动物流技术更新换代;依靠信息化建设推进物流业全要素生产率提高;加快物流人才培养,依靠高质量物流人力资本推动甘肃物流业全要素生产率提高的四条对策建议。

This paper calculates the total factor productivity of logistics industry in Gansu Province from 1990 to 2019 by using Solow’s value method,and calculates the total factor productivity contribution,capital contribution and labor contribution to promote the development of logistics industry in Gansu Province.The results show that the development of logistics industry in Gansu Province mainly depends on a large number of capital investment in the past 30 years,which has not brought about the improvement of total factor productivity of logistics industry in Gansu Province,indicating the little contribution to the scientific and technological progress of logistics industry,which reflects that the development of logistics industry in Gansu Province in the past 30 years is extensive and of low quality.Based on the above viewpoints,the article proposes a systematic plan,reasonable layout,and the construction of logistics hubs in the province,so that the logistics infrastructure in the province and with the logistics infrastructure outside the province can be coordinated and efficiently connected,implements logistics intelligence reform actions to promote the upgrading of logistics technology,relies on information construction to promote the increase of total factor productivity in the logistics industry,and accelerates the training of logistics talents and relies on high-quality logistics human capital to promote the four countermeasures of the increase in total factor productivity of the logistics industry in Gansu.
