德州市智慧城市发展建设思路探讨

Exploration of the Thinking of Smart City Development and Construction in Dezhou City

为了统筹推进数字化建设,实现向智慧城市的转型,探讨了德州市智慧城市建设策略:加强城市基础设施数字化建设,加强高速网络建设,推动基础设施升级改造,打造云服务平台,提高信息安全保障能力;建设城市数字中心,建设线上线下互动的市民服务体系,加强医疗和养老的一体化体系建设,实现数字化的城市管理;确保数字化建设有效落实,将政府、企业、市民调动起来共同参与智慧城市建设,挖掘智慧产业发展潜力,将智慧城市建设纳入到城市经济社会发展综合评价考核体系中,提升行政管理人员的工作积极性,保证数字化建设的执行力度,加强管理人员尤其是行政管理人员的数字技能,提升行政管理人员的数字化水平,以期建设具有地域特色的智慧城市,符合德州城市发展建设要求,提升城市综合治理能力,实现人居环境、社会服务共同发展。

In order to promote digital construction as a whole,and achieve the transformation of smart city,the study explores the strategies for smart construction in Dezhou City,to strengthen the digital construction of urban infrastructures,strengthen high speed network construction,promote the upgrade and reform of infrastructures,create cloud service platform,and improve information safety guarantee ability;construct city digital center,establish online and offline interactive citizen service system,promote medical and endowment integrated system construction,achieve digital city management;ensure the effective implement of digital construction,and mobilize government,enterprises and citizens to participate smart city construction,dig smart industry development potential,bring smart city construction into the comprehensive evaluation examination system city economic and social development,improve the working enthusiasm of administrators,ensure the execution of digital construction,and improve manager’s especially the administrator’s digital skills,and promote administrator’s digitization level,in order to construct the smart city with regional characteristics,meet the requirements of Dezhou development and construction,improve the city comprehensive governance ability,and achieve the mutual development of human settlement and social service.
