标准起草中的常见问题分析

Analysis on Common Problems in Standard Drafting

针对标准起草过程中常见的“将不同类型标准的编写方法相混淆”“前言或引言内容不符合要求”“标准范围界定不清晰”“规范性引用文件编写不规范”等典型问题,依据GB/T 1.1—2020以及其他标准化基础性国家标准,并结合笔者多年的标准编制实践经验,归纳、分析了标准起草中的注意事项,主要包括不同类型标准的编写要求、前言和引言的区别、编写范围的注意事项、规范性引用文件的编写、术语和定义的编写、通用内容如何取标题、要避免悬置段和悬置条、能愿动词的使用、设置附录的注意事项等。

This paper aims at a series of typical problems in the process of standard drafting,such as "confusion of the writing methods of different types of standards","the content of the preface or introduction does not meet the requirements","the definition of the scope of the standard is not clear",and "the writing of normative reference documents is not standardized".Based on GB/T 1.1-2020 and other basic national standards for standardization,combined with the author’s years of practical experience in standard formulating,this paper summarizes and analyzes the matters needing attention in standard drafting.The content of this paper mainly includes the writing requirements of different types of standards,the difference between the preface and the introduction,the precautions for the writing scope,the writing of normative reference documents,the writing of terms and definitions,how to take the title of the general content,the avoidance of overhanging paragraphs and overhanging paragraphs,the use of voluntary verbs,and precautions for setting up appendices.
