加强油轮租赁HSSE管理工作的探索与实践

Exploration and Practice of Strengthening the HSSE Management of Tanker Leasing

介绍了联合石化油轮租赁HSSE管理工作的做法,针对油轮租赁运输中的HSSE风险,提出了建立中国石化第一支船舶审核团队、构建船舶HSSE审核管理体系、制定对标一流的实施方案、开展国际标准的HSSE管理审查、落实船舶管理公司和船舶“双准入”HSSE审查工作、推动船舶在港作业安全管理等措施。

This paper introduced the practice of HSSE management of tanker leasing in China International United Petroleum&Chemicals Co.,Ltd.(UNIPEC).Against these HSSE risks on chartered tanker transportation,we established the first vetting team of Sinopec,carried out the vessel′s vetting policy on HSSE,formulated the first-class implementation plan,conducted the international standard HSSE management review,implemented the HSSE“double access”review for vessels and technical operators,prompted the safety management of vessels operation in port,etc.
