区块链技术在京津冀大气污染治理中的应用研究 被引量:1

摘要 借助于区域协同治理和区块链技术的优势,来克服传统大气污染治理过程中地方政府各自为政的局面,降低大气环境治理成本,提高京津冀大气污染治理的效益。基于协同治理理论,在对京津冀大气污染治理和区块链技术的现有相关文献梳理分析之后,发现京津冀大气治理中存在组织结构分散、地方政府间的各自为政和民众的无效参与等问题。通过构建基于区块链的京津冀大气污染治理系统结构,保证数据透明、加强组织内部的沟通协调、保证公众的参与权利,从而减少信息不对称带来的额外交易成本,简化办事流程,促进京津冀大气污染治理的高效进行。 The advantages of regional collaborative governance and blockchain technology can overcome the situation of local governments acting independently in the traditional process of air pollution control, reduce the cost of atmospheric environmental governance, and improve the efficiency of air pollution control in Beijing-Tianjin-Hebei region. Based on the theory of collaborative governance, after combing and analyzing the existing relevant literature on Beijing-Tianjin-Hebei air pollution control and blockchain technology, it was found that were some problems in air pollution control in the Beijing-Tianjin-Hebei region, such as decentralized organizational structure, separate governance among local governments, and invalid public participation. Through the construction of the blockchain-based Beijing-Tianjin-Hebei air pollution control system structure, ensure data transparency,strengthen internal communication and coordination within the organization, and ensure the public.s right to participate, so as to reduce the additional transaction costs caused by information asymmetry, simplify the work process, and promote the efficient implementation of Beijing-Tianjin-Hebei air pollution control.
