论我国环境信息公开制度的完善

The Perfection of Environmental Information Disclosure System in China

环境信息公开制度是建设资源节约型,环境友好型社会必不可少的制度,也是促进生态文明建设的有力措施。然而,我国环境信息公开制度存在很多不足:公开义务主体范围狭窄、公开内容少、公开方式不明确、监督机制缺失、惩罚力度轻等。以国内环境信息公开制度的立法现状为视角,运用实证研究方法,结合立法实践,深入分析环境信息公开制度目前的问题,并阐述相关建议,逐步完善我国环境信息公开制度。

The environmental information disclosure system is an indispensable system for building a resource-saving and environmentally friendly society, as well as a powerful measure to promote the construction of ecological civilization. However,there are many shortcomings in China’s environmental information disclosure system: the scope of the disclosure obligation is narrow, the content of disclosure is little, the disclosure method is unclear, the supervision mechanism is missing, and the punishment is light. This paper takes the current legislative status of the domestic environmental information disclosure system as the perspective, uses empirical research methods, combines with legislative practice, deeply analyzes the current problems of the environmental information disclosure system, and expounds relevant suggestions, gradually improve our environmental information disclosure system.
