Perfection of River Chief System under the Background of Legalization

河长制创新了河流污染治理模式,取得了较为积极、明显的成效。对河长制进行法治化背景下研究不仅可以探清河长制所涉及的理论,还可以了解河流治理面临的问题,然而基于国家治理体系与治理能力现代化改革向度,河长制亦存在运行不足或困境所在。针对河长制在实施过程中所存在的困境,对河长制的法律保障、公众参与、考核机制等方面提出相关意见,以期对河长制的实施提出有益建议。

The river chief system has innovated the mode of river pollution control and achieved positive and obvious results.Research on the river chief system under the background of rule of law can not only explore the theories involved in the river chief system, but also understand the problems faced by river governance. However, based on the direction of modernization reform of national governance system and governance capacity, the river chief system also has some shortcomings or difficulties. In view of the difficulties existing in the implementation process of the river chief system, this paper puts forward some relevant opinions on the legal protection, public participation, assessment mechanism and other aspects of the river chief system, in order to put forward some useful suggestions for the implementation of the river chief system.
