摘要
新冠肺炎疫情对高等教育产生了一系列潜在、持久且不可逆的影响。文章通过对《2021地平线报告(教与学版)》的解读,以及对该报告中提出的新冠肺炎疫情暴发以来的三个高等教育教与学新趋势(混合课程模式、优质在线课程和微型证书)的分析,提出结合《“十四五”国家信息化规划》对“互联网+教育”的政策部署与我国本科第二学位制度的发展,通过借鉴国外相关的经验做法,适时推进由高等教育机构为主体的微型证书教育系统,以适应劳动力市场需求的快速变化与新技能的涌现。同时,建议通过推广符合我国国情的高等教育混合课程模式与持续开发、开放优质在线教育资源,构建一个可持续、灵活性、普适性的高等教育新型数字化教学系统,以推动中国高等教育体系高质量发展。
The COVID-19 pandemic had many latent, long-lasting, and irreversible impacts on higher education. This article provides an interpretation of three new trends in higher education teaching and learning since the COVID-19 outbreak(blended and hybrid course models, quality online learning, and micro-credentialing), which was indicated in the 2021 Horizon Report(Teaching and Learning Edition). Combined with the analysis of the 14th Five-Year Plan for National Informatization, the policy deployment of “Internet + Education”, the development of the second bachelor’s degree, and learning from relevant foreign experience and lessons, it is important to timely develop the micro-credentialing system in order to adapt to the rapid changes of demand and the emergence of new skills in the labor market in China. In addition, it is crucial to build a sustainable, flexible, universal, and high-quality new digital teaching system for higher education by promoting an effective hybrid course model in line with the present higher education condition and developing and opening high-quality online education resources in China.
