城乡建设用地增减挂钩项目实施探讨——以宝鸡市香泉镇项目为例

Discussion on Implementation of Increase-decrease Linkage Projects of Urban and Rural Construction Land:Taking Project in Xiangquan Town,Baoji City as an Example

在新时代新型城镇化建设和乡村振兴大背景下,城乡建设用地增减挂钩项目的实施对于节约集约用地、改善农村居民居住环境、提高农民生活质量、促进土地资源的高效和可持续利用具有巨大的优势。本文以宝鸡市陈仓区香泉镇增减挂钩项目为例,对项目区土地利用现状、拆旧区复垦条件、拆旧区复垦潜力、复垦后经济效益进行分析,并提出项目优化措施,以期为增减挂钩项目实施提供参考。

Under the background of new-type urbanization construction and rural revitalization in the new era,the implementation of increase-decrease linkage projects of urban and rural construction land has huge advantages for saving intensive land use,improving the living environment of rural residents,improving the quality of life of farmers,and promoting the efficient and sustainable use of land resources.Taking the increase-decrease linkage project in Xiangquan Town,Chencang District,Baoji City as an example,this paper analyzed the status of land use in the project area,the reclamation conditions of the demolition area,the reclamation potential of the demolition area,and the economic benefits after reclamation,and proposed project optimization measures,in order to provide references for the implementation of the increase-decrease linkage projects.
