社会资本、政府满意度与居民大气环境支付意愿——基于石家庄市的调查数据

Effects of social capital and satisfaction with government on residents’willingness to pay for air quality improvement

反映居民自身人际关系的社会资本和反映政民关系的政府满意度是影响居民环境保护支付意愿的重要因素。文中利用石家庄市529份居民调查数据,采用基于随机价值理论的随机支付卡技术评估居民的大气环境支付意愿,使用多群组结构方程模型分析社会资本和政府满意度对支付意愿的影响,并评估了环境认知在影响路径中的中介效应、收入和地方依恋在影响路径中的调节效应。结果表明:1)受访居民具有较高的大气环境保护参与意愿,且实际平均支付意愿为58.82元/月。2)社会资本对支付意愿具有显著正向影响,但社会网络、社会信任和社会参与对其作用方式及效应不同。3)政府满意度对支付意愿具有显著正向影响。4)社会资本对支付意愿的影响路径表现出明显的收入差异和地方依恋差异。该研究能够为政府制定针对性和激励效应更强的大气环境保护政策、完善大气环境保护机制提供经验证据。

Social capital which reflects the residents’own interpersonal relationship,and satisfaction with government which reflects the government-citizen relationship,are important factors that affect their willingness to pay for environmental protection.Taking 529 respondents in Shijiazhuang as an example,we used stochastic payment card technology to evaluate their willingness to pay for air quality improvement based on random value theory.Then we used multi-group structural equation model to analyze the impacts of social capital and satisfaction with government on willingness to pay,and then tested the mediating effect of environmental cognition and moderating effect of income and local attachment on the relationships.The results show that:1)The respondents have high willingness to participate in atmospheric environmental protection,and the average amount they are willing to pay is 58.82 yuan/month.2)Social capital has a significant positive impact on willingness to pay for air quality improvement,but the impacts of social network,social trust and civic participation display in different pathways and effects.3)Government satisfaction has a significant positive impact on willingness to pay.4)Residents with different income and local attachment level have different impacts path for the relationship of social capital,satisfaction with government,environmental cognition on willingness to pay.This study can provide empirical evidence for governments to formulate more targeted and incentive atmospheric environment protection policies and improve the effect of air quality improvement mechanism.
