“双循环”新发展格局与东亚区域经贸合作:理论逻辑、结构变化与实现路径

Research on Theoretical Logics,Structural Changes and Improvement Ways for China-East Asia Economic and Trade Cooperation Under Dual Circulation Development Pattern

在"粗放式"嵌入全球价值链遭遇发展瓶颈、新冠肺炎疫情全球蔓延威胁我国供应链和产业链安全的双重背景下,构建"双循环"新发展格局是党中央作出的重大且明确的战略部署。东亚地区与我国经济联系密切,是我国实现国际经济外循环的重要桥梁。本文从内需主导模式的大国经济发展理论、高水平对外开放和主场全球化三个角度探讨"双循环"新发展格局下中国与东亚区域经贸合作的理论逻辑,进一步探讨中国以及东亚地区经贸发展的结构性变化,并提出中国与东亚区域经贸合作的路径优化策略,以期实现更高水平的国际合作,重构东亚区域价值链,推动东亚区域经济高质量发展。

Given the context that the extensive way of development embedded in global value chains has encountered bottlenecks and the COVID-19 pandemic threatened the security of China’s supply chain and industrial chain,the establishment of the“dual circulation”development pattern is a significant development strategy made by the Communist Party of China Central Committee.East Asia,which has close economic ties with China,plays a vital role for the country to advance international economic cycle.In light of three perspectives including the theory of economic development of large countries driven by domestic demand,high-level openingup and economic globalization,this paper tries to study the theoretical logics of economic and trade cooperation between China and East Asia under the new development pattern,and further discuss structural changes of economic and trade development between China and the region.The paper also proposes measures for improving economic and trade cooperation between China and East Asia,with an aim to achieve a higher level of bilateral cooperation,reconstruct value chains for East Asia and promote high-quality economic development of the region.
