摘要
针对新冠肺炎疫情下的“一省包一市”,对省份与地级市间如何相互支援的分配方案进行研究,综合疫情扩散风险、医疗水平、经济发展水平、相对距离四个方面提出优化方案。首先,在除去支援武汉的医疗资源后,运用熵权法对除湖北省外的30个省份进行评价和排序,从而确定支援名单。其次,根据外省和湖北省地级市在四个方面的差距求得单项匹配度。然后,对其运用熵权法确定综合匹配度作为匹配度价值矩阵,用于求解分配模型,得到优化的支援分配方案,并与实际方案进行对比,为相关决策提供参考,并可推广至其他地区。
In the context of the"one province for one city"Covid-19 relief program,the paper studied the assistance allocation scheme for provinces and prefecture-level cities,and optimized the scheme from four aspects of pandemic spread risks,medical treatment level,economic development level and relative distances.Firstly,after excluding the medical resources supporting Wuhan,the paper used entropy weight method to evaluate and rank 30 provinces except Hubei so as to determine viable assistance providers.Secondly,the single matching degree was obtained according to the differences between the provinces and the prefecture-level cities of Hubei province in four aspects.Then,the paper used the entropy weight method to determine the comprehensive matching degree as the matching degree value matrix,which was used to solve the distribution model,and got the optimized assistance pairing scheme,which was then compared with the actual scheme,providing references for the personnel dispatch of relevant departments.
