摘要
运用经典的DEA-BCC模型和DEA-Malmquist指数模型对江苏省十三个市智慧农业投入产出效率分别进行动态和静态测算。研究表明:2020年江苏省13个市智慧农业整体综合效率均值为0.995,整体投入产出效率相对较好,南通市和宿迁市主要由于技术效率导致生产效率非DEA有效。2014—2020年江苏省13个市智慧农业全要素生产率年均上涨幅度为6.69%,整体呈上升趋势,其技术进步是主要原因。同时分解生产率发现,规模效率的下降是制约技术效率上升的主要因素。提出了江苏省应建立科技平台以加快智慧农业相关产业的技术创新,成立重大工程专项,增强政策支持的同时加快完善智慧农业的评价标准体系,引导智慧农业高效有序发展的建议。
The dynamic and static measurement of input-output efficiency of smart agriculture in thirteen cities of Jiangsu Province using the classic DEA-BCC model and DEA-Malmquist index model provides the necessary decision support for echoing the rural revitalization strategy and developing smart agriculture in Jiangsu Province.The study shows that the average value of overall comprehensive efficiency of smart agriculture in 13 cities of Jiangsu Province in 2020 is 0.995,and the overall input-output efficiency is relatively good,and the productivity of Nantong and Suqian is non-DEA effective mainly due to technical efficiency.The average annual rise of total factor productivity of smart agriculture in 13 cities of Jiangsu Province from 2014 to 2020 is 6.69%,with an overall rising trend,and its technical progress is the main reason.Meanwhile,decomposing productivity found that the decline of scale efficiency is the main factor limiting the rise of technical efficiency.Jiangsu Province should establish a science and technology platform to accelerate technological innovation in wisdom agriculture-related industries,set up major engineering special projects,enhance policy support and accelerate the improvement of the evaluation standard system of wisdom agriculture to guide the efficient and orderly development of wisdom agriculture.
