个体工商户社会养老保险参保现状及影响因素研究

Research on the Current Situation and Influencing Factors of Social Endowment Insurance for Individual Industrial and Commercial Households

基于CSS2019数据库个体工商户样本,运用交互表和二元Logistic回归模型分析个体工商户社会养老保险参保现状及其影响因素。结果表明:在自愿选择和既定缴费比例的条件下,个体工商户社会养老保险参保率较低,远低于全国基本养老保险总体参保水平;年龄、政治面貌、户籍、收入、社会信任、社会保障满意度和信息获取等变量显著影响个体工商户社会养老保险的参保行为。基于此,应优化针对个体工商户等灵活就业人员的社会养老保险政策设计,推进社会养老保障制度城乡融合发展,加强政策宣传和理性指导,大幅提高个体工商户参保率,健全我国基本养老保障体系。

Based on the sample of individual industrial and commercial households in CSS2019 database,the current situation and influencing factors of social endowment insurance of individual industrial and commercial households are analyzed by using interactive table and binary logistic regression model.The results show that under the conditions of voluntary choice and established payment proportion,the participation rate of social old-age insurance of individual industrial and commercial households is low,which is far lower than the overall participation level of national basic old-age insurance;age,political affiliation,registered residence,income,social trust,social security satisfaction and information acquisition significantly affect the behavior of individual social insurance for industrial and commercial households.Based on this,we should optimize the social endowment insurance policy design for flexible employees such as individual industrial and commercial households,promote the integrated development of urban and rural social endowment security system,strengthen policy publicity and rational guidance,greatly improve the participation rate of individual industrial and commercial households,and improve China's basic endowment security system.
