核电厂核安全文化评估实践及思考

Practice and Thinking on the Nuclear Safety Culture Assessment of Nuclear Power Plant

提高核安全文化水平对核电厂的安全可靠运行、提升核电厂的运行业绩水平具有重要意义。近年来我国核能界充分借鉴国际核安全文化建设经验,开展了具有特色的核安全文化评估体系建设和实践工作,取得了显著效果,切实提升了核电厂核安全文化水平。本文梳理了我国核安全文化建设及评估相关法律法规要求,调研了国内核安全文化评估实践,针对当前评估存在的问题和不足,提出了优化资源配置、统一评估准则、加强过程管理以及强化结果应用等建议,以期为我国核电厂核安全文化评估工作提供可借鉴的思路。

In recent years, nuclear energy industry has fully borrowed from the international nuclear safety culture construction experience, Carried out the construction and practice of a distinctive nuclear safety culture assessment system, and achieved remarkable results, effectively improving the level of nuclear safety culture. This paper sorts out the nuclear safety culture construction and assessment related laws and regulations in China, investigates domestic nuclear safety culture assessment practices, and proposes optimized resource allocation, unified assessment criteria, strengthened process management, and strengthened application of results in response to the problems and deficiencies in current assessments and other suggestions, with a view to provide a reference for the nuclear safety culture assessment work in China.
