公共安全行业标准GA1800.6—2021《电力系统治安反恐防范要求第6部分:核能发电企业》使用解读

Interpretation of GA1800.6—2021 Requirements for public security and counter-terrorism of electric power system-Part 6:Nuclear power companies

公共安全行业标准GA1800.6—2021《电力系统治安反恐防范要求第6部分:核能发电企业》已于2021年4月25日正式发布,并于2021年8月1日起开始实施。为了帮助核能发电企业更好地理解该标准的定位、技术要求的层次和深度,以及与其他现行相关标准的协调等多方面问题,推动该标准更好实施,文章对该标准各章节主要内容进行了概述,并从如何理解该标准的性质、“安全防范系统”与“实物保护系统”的内涵与定位差异、该标准与现有核能发电企业使用的标准规范的协调使用、该标准提出的有关措施及技术指标等问题入手,对该标准进行了解读,最后从加强标准宣贯培训和按照标准要求尽快实施实物保护系统升级改造两方面提出了贯彻执行该标准的有关建议。

The public security industry standard GA1800.6—2021 Requirements for public security and counter-terrorism of electric power system-Part 6: Nuclear power companies has been officially released on April 25, 2021 and has been implemented since August 1, 2021. In order to help nuclear power companies better understand the positioning of the standard, the level and depth of technical requirements, and the coordination with other current relevant standards, and promote the better implementation of the standard, this paper summarizes the main contents of each chapter of the standard, and discusses how to understand the nature of the standard, the differences in connotation and positioning between “security system” and “physical protection system”, the coordinated use of the standard with the other standards and specifications used by existing nuclear power companies, the relevant measures and technical indicators proposed in the standard. This paper interprets the standard, and finally puts forward relevant suggestions for the implementation of the standard from two aspects: strengthening the publicity and implementation training of the standard and implementing the upgrading and transformation of the physical protection system as soon as possible according to the requirements of the standard.
