The Logic of Cross-Regional Public Crisis Governance and the Construction of Cooperation Mechanism

跨区域公共危机给社会带来了巨大风险的同时对社会治理现代化提出了更高的要求。跨区域公共危机治理的逻辑是建立并完善跨区域公共危机治理的合作机制。因此,应在打破府际关系的阻滞、建立各治理主体信任的基础上,从府际合作机制、政社合作机制以及跨区域公共危机治理保障机制三个方面构建合作治理机制的框架,最大限度地保障公共利益的同时实现多方共赢,从而达到有效治理跨区域公共危机的目的。

Cross-regional public crises pose a great risk to society and at the same time place higher demands on the modernization of social governance.The logic of cross-regional public crisis management is to establish and improve its cooperative mechanism.Therefore,by breaking the stagnation of inter-governmental relationship and establishing the trust of each governing body,we should build a framework of cooperative governance mechanism from the following three aspects:inter-governmental cooperation mechanism,government-society cooperation mechanism and the guarantee mechanism for cross-regional public crisis governance.It is aimed to maximize the protection of public interests while achieving a win-win situation for all parties,and ensure the effective management of cross-regional public crises.
