基于序关系分析法的节水型机关评价指标体系研究

Research on evaluation indicator system of water-saving government organs based on order relation analysis method

《国家节水行动方案》将公共领域节约用水作为一项重点任务,机关单位作为公共机构的典型代表,具有社会责任强、关注广、期望高的特点。建设节水型机关有利于树立节水行动标杆、促进全社会共同节水。其中,科学合理的评价指标体系是节水型机关建设的重要基础。文章结合现行相关标准,从技术和管理两个方面完善节水型机关的评价指标,并基于序关系分析法优化指标权重。新的指标体系优化了用水行为规范、考核指标范围、节水宣传等3大项11小项内容,在科学性、可行性与合理性方面均有显著提升。

The National Water Conservation Action Plan proposes water conservation in the public sector as a key task.Government organs,as typical representatives of public institutions,are mandated to fulfill social responsibilities,attracting wide attention and with high expectations from the public.The construction of water-saving organs is conducive to setting a benchmark for water-saving actions and promoting water-saving of the whole society.Among them,the scientific and reasonable evaluation indicator system is an important foundation for the construction of water-saving government organs.Based on current relevant standards,this paper improves the evaluation indicators of water-saving institutions from both technical and management aspects,and optimizes the weights of indicators based on order relation analysis method.The new indicator system optimizes 3 major items and 11 small items including water use codes of conduct,scope of assessment indicators,and water-saving publicity,thus making it more comprehensive,feasible and reasonable.
