Practical experience and logical structure analysis of grass-roots water governance for a new era

基层治水活动是发生在国家基本单元的治水行为。优秀基层治水活动有利于推动基层治水现状的改善。“基层治水十大经验”评选结果是具有代表性的优秀基层治水案例,文章结合近3年这些评选结果,利用结构过程分析范式搭建起基层治水活动的结构过程分析框架,从结构、过程角度分析优秀基层治水案例背后的治水动因、治水主体、治水方法和治水成效,梳理、总结出优秀基层治水活动的经验体现在始终坚持党的领导、齐抓共管多头并进和不断丰富手段方法等方面,以优秀基层治水活动的逻辑和经验为新时期水利事业发展助力。

Water governance at grass-roots level is a water management behavior occurring in the basic unit of a country.Better grass-roots water governance activities will improve grass-roots water governance.The“Top Ten Pieces of Experiences from Grass-roots Water Governance”are representative cases of excellent grass-roots water governance activities.Based on results of the past three years,the structure-process analysis paradigm is used to build a structure-process analysis framework for water governance activities at the grass-roots level.By using the analytical framework,the causes,subjects,methods and effects of excellent water governance activities at grass-roots level are analyzed from the perspectives of structure and process,and experience is summarized.These experiences are mainly reflected in adhering to the leadership of the CPC,focusing on joint efforts,adopting a multi-pronged approach,and constantly enriching means and methods,and so on.The logic and experience of excellent water governance at the grass-roots level will help step up the development of water conservancy undertakings for a new era.
