入管排水排污监管存在问题及对策建议

Problems and countermeasures in the supervision of entities connected to public water drainage and sewage discharge facilities

城镇污水处理设施作为城市排水系统的主要组成部分,在水污染防治中发挥了重要的作用。文章介绍了排水主管部门和生态环境部门在入管企事业单位排水排污监管方面的职能和执行的标准,详细分析了在城市建设和工业快速发展过程中,两部门在企事业单位排水排污监管及标准执行方面存在的问题,提出了针对性的意见建议,为下一步加强入管企事业排水管理,更好地为企事业做好服务提供参考借鉴。

As the main part of urban drainage system,urban sewage treatment facilities have played an important role in water pollution prevention and control.This paper introduces the functions of and implementation of standards by competent water drainage authorities and ecological environment departments in the supervision of entities(public institutions and enterprises)connected to public water drainage and sewage treatment facilities.The problems are analyzed in detail existing in the supervision of water drainage and sewage discharge by entities connected to public water drainage and sewage treatment facilities,and implementation of standards by water drainage authorities and ecological environment departments in the process of urban construction and rapid industrial development.Opinions and suggestions put forward in this paper can provide reference for further strengthening management of such entities so as to better serve them.
