浙江省嘉善县水利工程管理“三化”改革做法与经验

Practice and experience of reform of water project management based on property right,property management and digitization in Jiashan County of Zhejiang Province

水利工程长期存在“重建设、轻管理”的现象,严重影响工程良性运行和效益的充分发挥。浙江省嘉善县近年来实施了水利工程管理产权化、物业化、数字化“三化”改革,为解决水利工程重建轻管问题提供了良好示范。文章梳理嘉善县水利工程基本情况,分析“三化”改革前水利工程管理短板,总结改革的主要做法和经验启示,为深入推进基层水利工程管理改革提供参考借鉴。

The phenomenon of“emphasizing construction over management of water projects”has existed for a long time,which has seriously affected project operation and benefits.Jiashan County of Zhejiang Province has carried out reform of water project management based on property right,property management and digitization in recent years,which serves as a model for solving the above-mentioned problem.This paper summarizes the situation of water projects in Jiashan County,analyses the weak links of water project management before the reform,and sums up the main practices and experience of the reform,with the aim of providing reference for further promoting the reform of grass-roots water project management.
