从脱贫攻坚到共同富裕:治理经验承接与内在逻辑转换

From Poverty Alleviation to Common Prosperity:Inheritance in Governance Experience and Transformation in Intrinsic Logic

随着脱贫攻坚战的全面胜利,中国消除了绝对贫困,在实现共同富裕的道路上迈出了坚实的一大步。脱贫攻坚是实现共同富裕的历史前提,共同富裕是脱贫攻坚的根本遵循与价值目标,是对扶贫事业的发展与升华,二者统一于中国共产党“以人民为中心”的发展理念中,都是社会主义发展到一定阶段的中心任务,是中国从高投资率社会向公平公正的共享型社会发展的必然趋势。该文从“政治—行政—技术”三维视角,解读脱贫攻坚留下的治理经验;从生活富裕与服务普惠、精神富足与文化自信、生态宜居与发展转型、治理有效与社会和谐四个方面,对共同富裕的实现路径予以阐释。

With the comprehensive victory in the battle against poverty,China has eliminated absolute poverty and is on the solid way to achieve common prosperity.Poverty alleviation is the historical premise for achieving common prosperity,while common prosperity is the fundamental observance and value goal of poverty alleviation,being also the development and sublimation of the cause of poverty alleviation.Both of them are unified in the“people-centered”development concept of the Communist Party of China.Both are the central tasks in a certain stage of the socialist development,and both are the inevitable trend of China’s development from a high investment-rate society to a fair and justly-shared society.From the three-dimensional perspective of“politics-administration-technology”,this paper interprets the governance legacy left by the battle against poverty.The path to common prosperity is explained from four aspects:affluence and inclusive service,spiritual prosperity and cultural self-confidence,ecological livability and development transformation and effective governance and social harmony.
