China’s Strategic Policy Exploration in the Process of International Trade System Transformation——Based on the Critical Perspective of Global Value Chain

全球价值链贸易体系是在发达资本主义国家主导下于20世纪80年代开始形成的,本身是资本主义生产方式全球扩张的一种形式。马克思主义基本原理深刻地揭示了全球价值链贸易体系的不平等本质。这是造成当今世界格局大转型的经济根源。在这个体系下,强大国家治理能力基础上的经济发展水平的改进和经济发展模式的调整使得中国全球价值链地位显著提升,这有别于西方资本扩张的发展逻辑。中国全球价值链地位提升及提升模式又使得全球价值链体系面临更多不确定性,国际贸易体系正经历深刻转型,中国面临着一系列挑战“。新冠肺炎”疫情加剧了这些挑战,加快了国际贸易体系的转型速度。面对这种情况,中国可以通过采取稳定全球价值链体系、建立新型国际贸易组织和贸易关系、提升自身企业组织能力和科技能力、促进经济平等化以及加强党对经济工作的统一领导的战略政策来加以应对。

The global value chain trading system was formed in the 1980s under the leadership of developed capitalist countries,and it is a form of the global expansion of the capitalist mode of production.The fundamental principles of Marxism profoundly reveal the unequal nature of the global value chain trading system,which is the economic root cause of the great transformation of the current world pattern.Under this system,the improvement of the level of economic development and the adjustment of the economic development model on the basis of strong national governance capabilities have significantly improved China’s position in the global value chain,which is different from the development logic of Western capital expansion.The promotion of China’s position in the global value chain and the promotion model have brought more uncertainty to the global value chain system.The international trade system is undergoing profound transformation,and China is facing a series of challenges.The COVID-19 pandemic has exacerbated these challenges and accelerated the transformation of the international trading system.Facing this circumstances,China can respond by adopting strategic policies of stabilizing the global value chain system,establishing new international trade organizations and trade relations,enhancing its own corporate organizational and technological capabilities,promoting economic equality,and strengthening the party’s unified leadership over economic work.
