摘要
对省直管县改革可能降低地区经济绩效的担忧严重影响省直管县改革的推进,已有的相关评估由于缺乏合适样本导致效度普遍不高,难以为省直管县改革提供有效指导。本研究在人文相近,经济发展条件、资源禀赋、区位优势相似的江苏省和浙江省分别选择了6个典型样本市县,对省直管县体制与市管县体制对地区经济绩效的影响进行了实证评估。评估结果显示,省直管县体制样本市县比市管县体制样本市县经济绩效更好,区域经济发展更为均衡,县域经济更有活力,经济发展质量更高也更可持续。各地政府应与时俱进地转变经济发展观念,因地制宜地进一步推进省直管县改革,扩大县域经济发展自主权,激发县域经济活力,提高地区经济绩效,促进区域经济均衡发展,加快共同富裕目标的实现。
Concerns that the reform of the counties directly under the provincial governance may reduce the regional economic performance has seriously affected the reform of those counties.Due to the lack of suitable samples,the existing relevant assessments are generally not valid,and it is difficult to provide effective guidance for the reform of counties directly managed by the province.This study selects 6 typical sample cities and counties in Jiangsu and Zhejiang provinces with similar humanities and similar economic development conditions,resource endowments,and location advantages,and conducts an empirical evaluation on the impact of the the system in which counties are directly managed by the province and the municipal county management system on regional economic performance.The evaluation results show that the sample cities and counties under the system in which counties are directly managed by the province have better economic performance,the regional economic development is more balanced,the county economy is more dynamic,and the quality of economic development is higher and more sustainable.Local governments should keep pace with the times and change the concept of economic development,further promote the reform of counties directly managed by the province according to local conditions,expand the autonomy of county economic development,stimulate the vitality of county economy,improve regional economic performance,promote balanced regional economic development,and accelerate the realization of the goal of common prosperity.
