国际贸易规则建构中的政府话语权博弈

The Game of Government Discourse Power in the Construction of International Trade Rules

本文着眼于国际贸易领域,探究在贸易规则建构中政府的话语权博弈问题。国际贸易规则话语主导权经历了欧洲-美国的转移过程,本研究在对不同阶段主导话语权博弈手段之变迁考察的基础上,结合中美两国话语权现实,从利益界定及追求方式、贸易分工、地缘政治等方面分析了话语权的影响因素及作用机制。最后在对国际贸易规则话语权博弈特点进行归纳的基础上,从提升贸易国际化水平、加强监管职能及提高国际传播力三个维度提出中国参与国际贸易规则话语权角力的路径选择。

This paper focuses on the field of international trade(economy) and explores the game of the discursive power of the government(country) in the construction of trade(economy) rules. This paper holds that the discourse dominance of international trade(economy) rules has experienced the transfer process between Europe and the United States. Based on the investigation of the changes of the game means of the dominant discursive power in different stages, combined with the reality of the discursive power of China and the United States, this paper analyzes the influencing factors and mechanism of the discourse power from the aspects of interest definition and pursuit mode, trade division of labor, geopolitics and so on. Finally, on the basis of summarizing the characteristics of the discursive power game of international trade(economy) rules, this paper puts forward the path choice of China’s participation in the discursive power struggle of international trade(economy) rules from three perspectives: improving the level of trade internationalization, strengthening the regulatory function and improving the international communication power.
