以地方高校为核心的区域协同创新机制体制研究

Research on Regional Collaborative Innovation Mechanism with Local Universities as the Core

创新是发展的第一动力。欠发达地区缺乏区位优势,吸引人才难,加之企业资产规模小,科技研发投入有限,这些现实问题严重制约了欠发达地区科技创新和经济发展。在全面完成脱贫攻坚、全面建成小康社会、建设创新型国家的今天,要提升欠发达地区科技创新能力,增强科技创新对地方经济发展的支撑力,就要充分利用地方高校的人才科技资源优势,同时联络域内外高校、科研院所,探索建立以地方高校为核心的区域科技创新服务模式。其关键是合理设计管理制度并认真执行,确保各方利益分配合理,这样才能充分调动各方的积极性,形成稳定持续的协同合作关系。

Innovation is the first driving force for development. Less-developed regions has been facing difficulties such as hard to attract talents,lack of funds and weak innovation capacity,which has seriously restricted local economic development. Today,we are on the road to accomplish poverty alleviation,build a moderately prosperous society in all respects and make China an innovative country. Thus to soon improve scientific and technological innovation ability of under-developed areas and strengthen the support of science and technology to local economic development,we need to make full use of local universities’ advantages as they own talent and scientific resources,and at the same time contact with universities and research institutes inside and outside the region,to explore and establish a collaborative innovation model with local universities as the core,so as to achieve mutual benefit and win-win results and form a lasting symbiotic relationship with integration.
