摘要
本文分析了建设长江上游生态屏障面临的新形势新要求,揭示了过程中遇到的政策导向冲突,管理体制矛盾,投入需求与地方筹资能力差距,地区之间利益冲突等体制性问题,提出加强统筹协调,调整优化政策,强化管理协同,创新投入机制,推动地区之间生态补偿等对策建议。
This paper analyzes the new situation and new requirements faced by the construction of the ecological barrier in the upper reaches of the Yangtze River,and reveals the policy orientation conflicts,management system conflicts,the gap between input demand and local financing capacity,and the conflicts of interests between regions.Countermeasures and suggestions are put forward,such as strengthening overall planning and coordination,adjusting and optimizing policies,strengthening management coordination,innovating investment mechanisms,and promoting ecological compensation between regions.
