摘要
目的 掌握四川省职业卫生技术服务机构现状,为规范和发展职业卫生技术服务机构,完善四川省职业卫生技术支撑体系提供决策依据。方法 2021-02采用问卷调查法对四川省职业卫生技术服务机构的基本情况、人员、检测能力、认可的业务范围以及2020年度的技术服务情况进行调查,使用IBM SPSS 21.0软件进行卡方检验。结果 2021年四川省已有技术服务机构共60家,其中甲级机构4家,乙级31家,丙级25家;其中成都市29家(48.33%)、德阳市10家(16.67%)、绵阳市4家(6.67%)。共有专业技术人员1 710人,职业卫生工程相关专业669人(39.12%)、公共卫生相关专业人员454人(26.55%)。甲级机构人员中高级职称高于乙、丙级(χ^(2)=125.35,P<0.001);卫生系统事业单位的中高级职称人员高于其他两类机构(χ^(2)=103.27,P<0.001);卫生系统事业单位的职业卫生工程相关专业人员低于其他两类机构(χ^(2)=499.96,P<0.001)。平均每家机构批准的职业危害因素检测项目为96项,认可的评价业务范围最多为9类,最低为2类。2020年度机构开展职业卫生技术服务总计21 774项,民营机构承担了总项目数的72.17%。结论 四川省职业卫生技术服务机构主要集中于成都市、德阳市及绵阳市,各机构技术服务能力参差不齐,应持续强化机构服务能力。丙级机构的服务能力相对较差,民营机构是职业卫生技术服务市场的主力军,两者均应纳入重点的监督和管理。
Objective To master the current situation of occupational health technical service institutions in Sichuan Province,and to provide decision-making basis for the standardization and development of occupational health technical service institutions and the improvement of occupational health technical support system in Sichuan Province. Methods In February 2021, a questionnaire survey was conducted to investigate the basic situation, personnel, testing ability, recognized business scope and technical services in 2020 of occupational health technical service institutions in Sichuan Province. IBM SPSS 21.0 software was used for chi square test. Results There were 60 technical service institutions in Sichuan Province, including 4 grade A institutions, 31 grade B institutions and 25 grade C institutions,29(48.33%),10(16.67%) and 4(6.67%) institutions in Chengdu, Deyang and Mianyang, respectively. There were 1 710 professionals, 669(39.12%) in occupational health engineering and 454(26.55%) in public health. The median and senior job titles of personnel in level A institutions were significantly higher than those in level B and C (χ^(2)=125.35,P<0.001). The median to senior job titles of HCs units were significantly higher than those of the other two categories (χ^(2)=103.27,P<0.001). The Occupational health engineeringrelated professionals of public institutions in the health system were significantly lower than those in the other two categories (χ^(2)=499.96,P<0.001). On average,each agency has approved 96occupational hazard factor testing items, with a maximum of 9 categories of recognized evaluation services and a minimum of 2 categories. A total of 21 774 occupational health technology services were carried out by institutions in 2020,and 72.17% of the total items were undertaken by private institutions. Conclusions The occupational health technical service institutions in Sichuan Province are mainly concentrated in Chengdu, Deyang and Mianyan cities, and the technical service capabilities of each institution are uneven, and the service capabilities should be continuously enhanced. The service capacity of level C institutions is relatively poor,and private institutions are the workhorse of the market for occupational health technology services, and both should be incorporated into focused surveillance and management.
